Annual Performance Report (APR)
The APR is an annual report required of all funded states and territories under Section 1202 (d)(5) of the Reading First statute. It seeks information from the state/territory about its progress in implementing and evaluating its Reading First program and provides data for the Government Performance Reporting Act (GPRA). Items covered in the APR address those areas that are of central importance to the administration and evaluation of the Reading First program and for which the U.S. Department of Education does not expect to gather information through other aspects of the program’s national evaluation. Items covered by the APR include the following: progress of implementation of scientifically based reading instruction; impact on student achievement; state/territory administration and evaluation of the Reading First program; and the broader impact of Reading First in each state/territory.

Benchmark Proficiency/Benchmark Score
A standard, often determined at the state level, against which students' mastery of the assessed skill is measured.
CBSA
Central City of a Core Based Statistical Area
Charter School
A nonsectarian, tuition-free, public school that is exempt from significant state or local rules that inhibit the flexible operation and management of public schools. Charters operate under state charter laws in pursuit of a specific set of educational objectives determined by the school’s developer and agreed to by the authorized public chartering agency.
CSA
Consolidated Statistical Area
Inheriting School
A school that receives students from a school where Reading First funding has been terminated, often as a result of district re-organization.
Large City
A central City of a CBSA or CSA with the city having a population greater than or equal to 250,000.
Large Town
An incorporated place or Census Designated Place with a population greater than or equal to 25,000 and located outside a CBSA or CSA.
Magnet School
A public school which offers specialized courses or curricula and draws students from across normal boundaries defined by authorities as school zones.
Mid-size City
A central city of a CBSA or a CSA, with the city having a population of less than 250,000.
Rural, Inside CBSA
Any incorporated place, Census Designated Place, or non-place territory within a CBSA or CSA of a Large or Mid-size City and defined as rural by the Census Bureau.
Rural, Outside CBSA
Any incorporated place, Census Designated Place, or non-place territory not within a CBSA or CSA of a Large or Mid-size City and defined as rural by the Census Bureau.
School-wide Title I
Funds awarded to schools where at least 40 percent of its students are low-income.
Small Town
An incorporated place or Census Designated Place with a population less than 25,000 and greater than or equal to 2,500 and located outside a CBSA or CSA.
Targeted Title I Assistance
Funds earmarked for specific low-income students at schools ineligible for school-wide funding.
Urban Fringe, Large City
Any incorporated place, Census Designated Place, or non-place territory within a CBSA or CSA of a Large City and defined as urban by the Census Bureau.
Urban Fringe, Mid-size City
Any incorporated place, Census Designated Place, or non-place territory within a CBSA or CSA of a Mid-sized City and defined as urban by the Census Bureau.
